
The Bali Provincial Government has confirmed that the Suwung Regional Landfill in Denpasar will be permanently closed by the end of 2025. The decision is stated in the Governor of Bali’s Letter No. B.24.600.4/3664/PSLB3PPKLH/DKLH regarding the termination of open dumping operations at the Sarbagita Suwung landfill.
“The permanent closure of the Sarbagita Suwung Regional Landfill with open dumping operations will be carried out at the end of December 2025,” said Bali Governor Wayan Koster quoted from the letter, Thursday (31/7/2025).
The letter, addressed to the Mayor of Denpasar and the Regent of Badung, outlines the timetable for the phased closure of the site, which has been the largest waste disposal facility in Bali for nearly four decades.
Restrictions on Organic Waste
As of August 1, 2025, Suwung is no longer permitted to receive organic waste. Only non-organic and residual waste are allowed to enter the facility. This adjustment is intended as a transition measure before the complete closure scheduled for December 2025.
The restriction follows the issuance of Minister of Environment and Forestry Decree No. 921 of 2025, dated May 23, 2025. Based on this decree, the termination of open dumping at Suwung must be carried out within a maximum of 180 days from the date of its issuance.
Directive to Local Governments
In line with the closure plan, the Bali Provincial Government has instructed the affected regions to strengthen their local waste management capacity. Municipalities are expected to maximize the use of TPS3R (Reduce, Reuse, Recycle-based Waste Management Sites) and TPST (Integrated Waste Management Sites) to handle incoming waste that can no longer be processed at Suwung.
“It is hoped that the Denpasar City Government and Badung Regency will immediately optimize the operations of TPS3R and TPST that have been built or will be built,” added Koster in the letter.
“We are obliged to follow the stages and processes contained in the plan document for the cessation of waste management of the open dumping system,” said the Regional Secretary of Bali Province, Dewa Indra in a written statement, Thursday (31/7).
The Governor has also urged the acceleration of existing waste management programs. These include the Bali Clean Waste Movement, restrictions on single-use plastics, and community-based waste handling at both village and traditional village levels.
Visit from Environmental Agency
Ahead of the closure, Bali Forestry and Environmental Agency Head Made Rentin visited a waste sorting station in Braban, Bali, to review the current measures being implemented. During the visit, he emphasized that Suwung is on track for complete shutdown in December 2025. However, the landfill will continue to temporarily accept residual waste until that date.
Transition Toward Alternative Management
With Suwung’s operational limits already in effect, local authorities have been advised to prepare alternative waste treatment facilities. The aim is to reduce dependency on the landfill system and increase waste processing at the source.
