
A foreign national from Belarus was detained by police after causing a series of disturbances in the Lovina Beach tourist area, Buleleng, Bali. The incident, which later went viral on social media, involved a man identified as Pisarenka Pavel, 31, who was reported for refusing to pay at local businesses and creating unrest at the hotel where he was staying.
According to police information, the initial disturbance occurred on Tuesday morning, 27 January 2026, at around 7.20 Wita at Hotel Rumi Bumi Lovina. Pavel was reported to have caused a commotion at the property, prompting hotel staff to alert authorities.
“Initially, we received a report from the hotel regarding the actions of foreign guests who made a noise and disturbed public order,” said Head of Public Relations of the Buleleng Police, Iptu Yohana Rosalin Diaz, on Wednesday (28/1/2026).
Police Response and Initial Handling
Personnel from the Lovina Police Post responded to the report and headed to the hotel. Before arriving at the location, officers encountered Pavel in the Lovina Beach area. Police used a persuasive approach, asking the bald-headed foreign national to refrain from actions that could disturb public order.
Yohana, representing the authorities, stated that there was no damage to hotel facilities and no material losses resulting from the incident. Despite the initial approach, Pavel later returned to the hotel in an emotional state.
“The person concerned spoke in a high tone and made a speech that made the hotel feel uncomfortable,” said Yohana.
Refusal to Pay and Continued Disruptions
At the hotel, Pavel reportedly asked for coffee and breakfast and requested an extension of his stay without making payment. Hotel management served food and drinks but refused to extend his accommodation due to concerns that his behavior could disrupt other guests.
As the situation continued, police gave Pavel approximately 15 minutes to leave the hotel area. According to Yohana, this measure was taken to ensure the situation remained conducive and did not disturb other guests.
Further Incident and Detention
After leaving the hotel, Pavel was again reported by residents for refusing to pay while shopping at a nearby stall. Following the report, police intervened for a second time and secured the foreign national. During the arrest, Pavel was seen raising two middle fingers and appeared to deny any wrongdoing.
Police escorted him to the Buleleng Police headquarters for further examination. After initial handling, the authorities handed Pavel over to the Class II TPI Singaraja Immigration Office for follow-up procedures.
“As a result of coordination with Immigration, the foreigner’s immigration documents are complete. However, if criminal elements are found, the handling can be continued through legal proceedings at the Police Station,” said Yohana.
Current Status
As of the latest update, the Belarusian national remains under the authority of immigration officials, while police have completed their initial handling of the reported disturbances.
