Bali Authorities to Demolish 23 Restaurants Built on Coastal Border in Balangan

The Provincial Public Order Agency (Satpol PP) of Bali is set to demolish 23 restaurants located along the coastal boundary of Balangan Beach in Ungasan Village, South Kuta District, Badung Regency. The establishments are alleged to have violated spatial planning regulations by occupying protected coastal areas.

The planned action follows similar enforcement efforts carried out at Bingin Beach, Pecatu, where dozens of illegal tourist accommodations were forcibly dismantled earlier this month. According to the Head of Satpol PP Bali, Dewa Nyoman Rai Darmadi, the physical presence and positioning of the buildings in Balangan are identical to those that were recently removed in Bingin.

“Balangan Beach is the one we are data on. Same (with Bingin Beach), it is (built) on coastal sand land. Provisional data of 23 restaurants. Most restaurants there,” he said, Tuesday (29/7/2025).

The establishments slated for demolition include a mix of cafes, surf schools, and beach clubs:
Jimmy Beach Cafe, Jimmy Brother Warung, Mazu Beach Club, Santai Warung, Ossy Warung, Sunset Cafe, Coconut Cafe, Milan Surf School, Balangan Paradise Warung, The Box Warung, Surf School Balangan, Pure Cafe, Surfer Cafe, Froggy Warung X Froggy Surf School, Warung Indah, Naing Surf Bali/Maria Cafe, Mira Beach Cafe, Bela Bali Balangan, Hendra Cafe, Tree Warung, Balangan Cafe Pedi Rental Motor Bike, Nasa Warung, Suzuke Warung, Balangan Wave Surf School, and one establishment currently still under construction.

Coordination Underway for Execution Timeline

Authorities are currently in the process of gathering additional documentation and waiting for an official recommendation from the Regional House of Representatives (DPRD) of Bali before proceeding with the demolition. Darmadi noted that the execution will be carried out once the demolition activities at Bingin Beach are completed, which are expected to conclude by the end of August 2025.

“Just wait for it later because we are completing and collecting information data from the integrated team. Because we are not alone, right, we also expand the integrated provincial team, as well as the integrated team, the district to ensure that the activity is indeed feasible, indeed it must be dismantled like that,” he said.

Nine Additional Sites Under Observation

The initiative is part of a broader enforcement policy launched by the Bali Provincial Government to address illegal tourism infrastructure across the island. Governor I Wayan Koster has reaffirmed his administration’s commitment to removing unlawful buildings at nine identified locations throughout Bali. These sites were determined based on direct field assessments.

On July 21, 2025, the government had already conducted a forced demolition of 48 illegal structures at Bingin Beach, which marked the start of the renewed enforcement campaign. The recent actions are part of a continued effort to uphold spatial regulations and ensure compliance within protected coastal areas.

“There are 9 points but I don’t want to open here. Later our discussion will be closed. There are several more points,” he said during the plenary meeting scheduled for the governor’s answer to the general views of the Bali DPRD factions on the Raperda on Changes to the Bali Provincial Budget for the 2025 Fiscal Year, at the Main Wiswa Sabha of the Bali Governor’s Office, on Monday (28/7/2025).

Governor Reiterates Support for Enforcement Measures

Governor Koster personally oversaw the demolition efforts at Bingin Beach and emphasized the necessity of government presence at such operations. He stated that the direct involvement was essential due to longstanding irregularities in the area, with certain parties allegedly manipulating the existence of the buildings for several years.

“To give a message to the ranks, don’t mess around. Because I know someone is messing around. It also gives a message to naughty tourism business actors, don’t mess around. Don’t violate the rules,” he said.

At present, the government is still awaiting the DPRD Bali’s formal recommendation to proceed with the removal of the unauthorized structures at Balangan Beach and other sites. The demolitions will be implemented in stages following the completion of the current enforcement activities in Pecatu.

The execution of the demolition at Balangan Beach remains pending legislative approval. Once the required recommendation is received, Satpol PP Bali will move forward with the dismantling of the identified buildings in accordance with the provincial enforcement schedule.

“Thank you very much for being so aggressive in carrying out the investigation. I beg to go on with this. Continue this investigation. There are still a number of points if there is a recommendation from the council to be acted upon, I will follow up,” he said.
