Thanks to Tourists, Alcohol Taxes Keep Bali’s Budget Strong Despite Fall in Customs Revenue

Bali’s excise revenue reached Rp432,90 billion between January and May 2025, buoyed by strong growth in the tourism sector and a rise in the production of alcoholic beverages, according to the Regional Office of the Directorate General of Customs and Excise for Bali and Nusa Tenggara.

“The increase in revenue was driven by higher production of beverages containing ethyl alcohol (MMEA),” said Hari Murdiyanto, Head of Customs and Excise at the regional office, during a press briefing in Denpasar on Tuesday.

The excise revenue represents a nearly 10 percent increase compared to the same period last year and accounts for almost 32 percent of the year’s target of Rp1,35 trillion.

Alcohol excise leads the charge

The bulk of the excise revenue—Rp424,58 billion—came from MMEA, marking a 10,34 percent increase over the Rp384 billion collected during the same period in 2024. Meanwhile, excise from tobacco products fell to Rp6,5 billion from Rp8,35 billion last year. Other excise categories contributed Rp1,81 billion.

Customs data showed MMEA production rose 6,52 percent as of May 2025. Class C alcoholic drinks—those with the highest alcohol content—dominated output, accounting for 52 percent. Class A and B beverages made up 19,87 percent and 28 percent respectively.

Import duties decline amid rice import halt

Revenue from import duties in Bali reached Rp54,26 billion during the same five-month period, down from Rp65,74 billion in 2024. Officials attributed the drop to reduced import values, in part due to the suspension of rice imports in support of national food self-sufficiency efforts.

When combined, revenue from both excise and import duties amounted to Rp487,16 billion—about 33 percent of the Rp1,47 trillion target for 2025. The total represents a 5,89 percent increase over the Rp460 billion collected in the same period last year.

Total tax revenue tops Rp6.75 trillion

Overall tax revenue in Bali up to May 2025 stood at Rp6,75 trillion, with Rp6,27 trillion coming from taxes and the remaining Rp487,16 billion from customs and excise duties.
