
Governor of Bali Wayan Koster has ordered the suspension of the glass elevator construction on the cliffside of Kelingking Beach in Nusa Penida, Klungkung Regency. The directive was issued on Sunday, 23 November 2025, following a comprehensive evaluation conducted by the provincial government together with the Special Committee on Spatial Planning, Assets, and Licensing of the Bali Regional Legislative Council.
According to Governor Koster, the decision reflects the need to ensure that tourism development in Bali remains aligned with the protection of nature, cultural heritage, and local values. He stated that the order was made after authorities concluded that the project had committed five major regulatory violations.
“Therefore, I have decided to take firm action by ordering PT Indonesia Kaishi Tourism Property Investment Development Group to halt all construction activities on the glass elevator,” Koster said Sunday.
Project Layout Across Three Administrative Zones
Governor Koster explained that the glass elevator complex in Bunga Mekar Village spans three separate areas with different regulatory jurisdictions.
The first zone, referred to as Area A, is located on land at the upper cliff area. In this section, the investor constructed a ticket booth with a total area of 563.91 square meters. The land falls under the authority of Klungkung Regency and is required to comply with the Provincial Spatial Plan Regulation of Bali Number 3 of 2020 and the Klungkung Regency Spatial Plan Regulation Number 1 of 2013.
The second zone, Area B, is situated on state land located along the middle cliff section. This area is under the authority of the central government or, at a minimum, the Provincial Government of Bali.
The third zone, Area C, covers the beach and coastal waters at the lower part of the cliff, including the base platform intended to support the elevator structure. This area is under the jurisdiction of the Ministry of Marine Affairs and Fisheries and the Provincial Government of Bali.
Findings of Significant Regulatory Violations
The provincial government, supported by the legislative special committee, documented several violations during an on-site assessment. The first violation relates to the Provincial Regulation of Bali Number 3 of 2020, which amends the 2009 to 2029 provincial spatial plan. This infraction carries administrative sanctions requiring demolition of the building and restoration of spatial function.
The second and third violations involve Government Regulation Number 5 of 2021 on risk-based business licensing. The sanctions include compulsory demolition imposed by the government authority and a complete halt to all project activities.
Another violation relates to Law Number 27 of 2007 on coastal zone management, as elaborated in the Governor of Bali Decree Number 1828 of 2017 regarding the management and zoning plan for the Nusa Penida Marine Conservation Area. This violation also requires administrative demolition of structures.
“And the fifth violation of culture-based tourism, which is regulated by Bali Provincial Regulation Number 5 of 2020 concerning Standards for the Implementation of Balinese Cultural Tourism, the form of violation because it changes the originality of the tourist destination area, the sanction is criminal,” said Governor Koster.
Provincial Directive for Demolition and Restoration
Governor Koster emphasized that the termination of construction is intended to reinforce compliance with legal frameworks and environmental conservation principles. He stated that investment activities in Bali must observe all relevant regulations and respect ecological balance, cultural values, and local wisdom.
“This effort is an affirmation so that in the future there will be no recurrence of various forms of violations by stakeholders,” he said.
The governor has instructed the investor to dismantle all structures that violate regulations within six months independently. Following demolition, the investor must restore the spatial function of the affected areas within an additional three-month timeframe.
