Bali Legislative Committee Finds Zoning Violations at Nuanu Beach Club

The Special Committee on Spatial Planning, Assets, and Licensing (TRAP) of the Bali Provincial Legislative Council (DPRD) conducted an unannounced inspection at the Nuanu Creative City complex in Beraban Village, Kediri District, Tabanan Regency, on Friday, October 17, 2025. The inspection aimed to verify compliance with regional spatial regulations in the fast-developing creative hub.

During the visit, the committee identified a building within the Luna Beach Club area that was found to be in violation of existing spatial planning provisions. The structure, which includes a swimming pool and bar, was built along the edge of a cliff facing Nyanyi Beach. The team also observed a tall tower standing on the eastern side of the site.

“There should be no activity of any kind in the area of cliffs or ravines. This has been regulated in the law,” said the Chairman of the Bali DPRD TRAP Special Committee Team, I Made Supartha, who was present with Secretary Dewa Nyoman Rai and member Dr. Somvir.

Potential Legal Consequences for Management

Committee member Supartha stated that the violations pose potential safety and legal risks. He emphasized that if an accident were to occur involving visitors or staff in the area, the management could face criminal charges with penalties of up to 15 years in prison.

Given the findings, the committee requested that all activities at the site be temporarily halted until the necessary permits and supporting documents are completed and verified.

“There are several permits that are not complete. This is an administrative violation, so it must be corrected immediately,” he said.

Supartha clarified that the committee does not oppose investment in the region and acknowledged the cooperative attitude of Nuanu’s management. However, he stressed that every investor must adhere to spatial planning regulations to ensure safety and environmental sustainability.

Committee Criticizes Enforcement Response

The inspection also raised concerns regarding enforcement by local authorities. The TRAP Committee noted a lack of prompt response from both the Bali Provincial Civil Service Police Unit (Satpol PP) and the Tabanan Regency Satpol PP in addressing the identified violations.

According to the committee, effective coordination and timely enforcement are essential to prevent future breaches of spatial planning rules. The absence of swift action, they noted, may undermine the implementation of regulations designed to maintain order and safety in development zones.

Nuanu Management Pledges Compliance

In response to the inspection results, Senior Legal Officer of Nuanu Creative City, I Gede Wahyu Harianto, stated that the company would comply with all directions issued by the legislative committee.

He explained that the management has already processed the required permits and documents through official procedures. These include the Building Approval (PBG), the Certificate of Building Worthiness (SLF), and the Environmental Impact Analysis (AMDAL), all of which were submitted according to Indonesia’s legal framework.

Harianto reaffirmed the company’s commitment to operating within the bounds of applicable regulations and expressed readiness to cooperate with the authorities to resolve the matter.

Activities Temporarily Suspended Pending Compliance

The TRAP Committee reiterated its call for the suspension of operations at the affected site until all permits and documentation are confirmed to be in order. The findings from the inspection are expected to guide further evaluation and coordination between the provincial government, local authorities, and Nuanu’s management to ensure compliance with spatial and environmental regulations. The committee has not yet announced a specific timeline for follow-up actions but emphasized that adherence to established legal requirements remains mandatory for all investors operating in Bali.
