Bali Police Record 30 Foreign Victims in Alleged Property Fraud Case

The investigation into an alleged property investment fraud case involving Russian citizen Sergei Domogatskii, known locally as Mr Terima Kasih, has expanded with the emergence of additional foreign victims. According to data from the Bali Regional Police, 30 foreign nationals have filed official reports. The combined financial losses from these reports have reached approximately Rp 80 billion.

Authorities stated that the case is continuing to develop as more individuals come forward, prompting investigators to expand their review of the suspect’s business operations across several regencies in Bali.

“There are a total of 30 complaint reports from foreign nationals who are suspected of being victims of investment fraud belonging to Sergei Domogatskii. The total loss almost reached around Rp 80 billion. Currently, we are implementing a priority scale to accelerate the disclosure of cases,” said the Director of Cyber Investigation Bali Police, AKBP Ranefli Dian Candra, on Monday (17/11/2025).

Use of Foreign Investment Company Structure

Police explained that the suspect allegedly used the structure of a Foreign Investment Company to establish businesses in Klungkung and Bangli. Through these entities, he reportedly offered property investment opportunities to foreign nationals. The scheme involved promises to build villas in three regencies: Klungkung, Bangli, and Tabanan.

Investigators noted that the suspect promoted the investment projects online. Transactions between the victims and the suspect were reportedly conducted using cryptocurrency. This payment method has become a focal point of the investigation as officers work to trace the financial flows involved.

Irregularities in Klungkung and Bangli Projects

Preliminary findings revealed various irregularities within the projects managed by the suspect. In Klungkung, the planned villa development lacked several mandatory permits. These included the Kesesuaian Kegiatan Pemanfaatan Ruang or PKKPR, Environmental Approval, and Building Permit. Police confirmed that no valid documentation supporting these requirements was submitted to the relevant authorities.

In Bangli, police reported that construction was roughly 25 percent complete. However, officers observed notable discrepancies between the planning documents submitted to investors and the physical structure built on the site. Investigators also found that the project lacked a valid Environmental Approval. Additionally, some documents uploaded to the licensing system did not match the company’s registered identity.

No Progress Reported in Tabanan Project

In Tabanan, investigators found that the suspect had secured land only through a rental agreement. There was no evidence of further steps taken to process required permits or to initiate construction. Police noted that this inactivity contributed to concerns about the legitimacy of the investment offer made to victims.

Police Seal Project Sites and Prepare Further Action

Investigators have sealed all identified villa project locations and associated land parcels as part of ongoing evidence preservation procedures. Sealing the sites marks a key stage in the investigation and enables officers to prevent unauthorized activity while the case is being processed.

“We need to collect all the evidence of licensing in each region, because property infringement is often the gateway to delve deeper into allegations of greater investment fraud,” Ranefli said.

Bali Regional Police spokesperson Renefli stated that, based on the findings collected so far, investigators plan to summon Sergei Domogatskiia for questioning in his capacity as the reported party. The summons is expected to clarify the suspect’s role, the nature of the investments offered, and the status of each project advertised to victims.

“Because this case has officially been investigated, in the near future investigators will immediately summon the reported person for further information,” he continued.
