Two Kazakhstan nationals have been arrested in Gianyar, Bali, after being caught retrieving 30 packets of methamphetamine in what authorities describe as an attempted distribution operation targeting foreign residents on the island.

The suspects, identified by their initials GT (28) and IM (35), were apprehended by Bali’s National Narcotics Agency (BNNP Bali) during a sting operation in Desa Batuan, Sukawati, on 11 April 2025.

Suspicious roadside behavior led to arrest

According to BNNP Bali, the arrests followed a tip-off from residents about suspected foreign drug dealers operating in the area. Officers launched a surveillance operation and spotted two men acting suspiciously on the roadside. One was seen dismounting from a motorcycle and appearing to search for something on the side of Jalan Raya Batuan Kaler, while the other remained on the idling motorbike.

“Their suspicious movements prompted our officers to immediately secure both individuals,” said BNNP Bali Chief Brig. Gen. Rudy Ahmad Sudrajat in a statement released on 13 May.

Linked to Russian drug network

A preliminary investigation indicates the two suspects were part of a larger international drug network, allegedly based in Russia.

“Early findings suggest both foreign nationals acted as foot soldiers in a Russian-linked narcotics syndicate attempting to distribute drugs to other foreigners in Bali,” Rudy stated.

Officers confiscated 30 small packets of methamphetamine, wrapped in black tape and plastic, with a total weight of 49,18 grams.

‘EVIL’ still at large

Authorities say the drugs were to be distributed under the orders of an individual using the alias ‘EVIL,’ who remains at large and is believed to be outside Indonesia.

“Based on the suspects’ statements, the drugs were intended for circulation in nearby areas under the direction of someone identified as EVIL, who is currently being pursued by our team,” Rudy said.

EVIL has been placed on the agency’s wanted list (DPO), and investigations are ongoing to trace their whereabouts.

Facing up to 20 years in prison

Both suspects are currently being held at BNNP Bali’s detention center. They face charges under Article 112(2) of Indonesia’s Narcotics Law No. 35 of 2009, which carries a maximum penalty of 20 years in prison.
