
Implementation of the Wira Waspada Operation Throughout Indonesia/ Ministry of Immigration and Correction, Directorate General of Immigration Website
Indonesia’s Directorate General of Immigration conducted a three-day operation from 15 to 17 July 2025 that resulted in the inspection of over 2,000 foreign nationals. The coordinated effort, known as Operasi Wira Waspada, took place across 2,098 locations and identified 294 individuals in violation of Indonesian immigration regulations.
Most of the foreigners examined came from the People’s Republic of China (PRC) with a total of 1,143 people. Followed by 156 foreigners from South Korea, 81 Japanese, 74 Indians, and 71 Malaysians. Foreigners from the Philippines were recorded as many as 60 people, the United States 46 people, Thailand 39 people, the Netherlands 29 people, and Yemen as many as 28 people.
Based on the type of residence permit owned, the majority of foreigners examined are in Indonesia with Limited Residence Permits as many as 1,581 people. A total of 326 people used Visit Residence Permits, while the rest consisted of Permanent Stay Permit holders (42 people), UNHCR asylum seekers (43 people), illegal immigrants (12 people), and foreigners who did not have a residence permit at all as many as 16 people.
According to Yusman, these inspections were part of routine immigration enforcement aimed at ensuring all foreign nationals residing in Indonesia comply with local immigration laws and procedures.
Common Violations Include Misuse of Stay Permits
Among the 294 individuals found in violation, the most frequently reported offense was the misuse of stay permits, accounting for 148 cases. Other documented infractions included 34 instances where individuals failed to present travel documents or stay permits upon request by authorities.
Further violations comprised 29 overstay cases, 25 cases of residential addresses not aligning with registered permits or failure to update address information, and eight cases involving the use of fictitious sponsors.
Legal Action and Ongoing Examination
Yusman stated that all 294 individuals identified with immigration-related offenses are currently undergoing further examination. Sanctions will be applied in accordance with Indonesia’s Immigration Law for cases falling strictly within the scope of immigration violations.
However, he emphasized that if further investigations reveal any involvement in general criminal activity, those individuals will be handed over to the appropriate law enforcement authorities for further legal proceedings.

“We carry out this operation regularly and simultaneously so that there is no room for foreign nationals who violate the rules to stay in Indonesia. This is a form of our commitment to maintain the country’s sovereignty and ensure that every foreigner in Indonesia complies with all applicable legal provisions,” he concluded.
