
The Badung Civil Service Police Unit (Satpol PP) has sealed a luxury villa in Padang Linjong, Canggu, North Kuta, following confirmed violations of spatial planning regulations. The property was found to have encroached upon a protected riverbank and part of the river body.
The enforcement took place on Tuesday, October 28, 2025, when Satpol PP officers arrived at the site equipped with boundary stakes and enforcement lines. The officers conducted on-site measurements and immediately marked several sections within the villa compound where activities must cease.
Enforcement Measures and Site Marking
The enforcement markings extended across parts of the outer yard, swimming pool, and certain interior spaces that were identified as standing within the river management zone. Officers also placed official notices suspending all activities at the site and installed visible markers indicating the portions of the building that must be removed. The process proceeded without disruption.
According to the findings, the villa lacked legal documentation, including a Building Approval (PBG) and a Certificate of Building Functionality (SLF). The enforcement followed a survey conducted by the National Land Agency (BPN), which confirmed that sections of the structure stood within the river boundary.
“The installation of the stake will be a boundary marker that must be dismantled. Because the building does not have a basis of rights,” said Kardana, with the permission of the Head of the Badung Satpol PP, I Gusti Agung Ketut Suryanegara.
Verification by Joint Task Force
Measurements by BPN and the Bali Penida River Basin Agency (BWS) indicated that the villa occupied approximately 2.5 ares of river area. The assessment established the demarcation between the private land title (Sertifikat Hak Milik or SHM) and land under river management authority. These findings became the legal basis for enforcement actions taken by Satpol PP.
“We are still waiting for directions from the leadership. If it is not heeded, this case will be submitted to the judicial team session to then apply for a Demolition Order to the Badung Regent,” added Kardana, accompanied by the Head of Investigation and Investigation, Ida Bagus Ratu.
The sealing was conducted after an earlier inspection process and coordination among several government agencies. The joint team included representatives from BPN, BWS Bali Penida, the Public Works and Housing Office (PUPR), the Environmental Agency (DLHK), the Licensing Department, the Legal Division, the Land Administration Division of the Badung Regional Secretariat, and the North Kuta subdistrict office.
Warning Letters and Demolition Order
Prior to the sealing, Satpol PP Badung had issued an initial warning to the villa management regarding the violation. Following confirmation of the encroachment, a second warning letter was delivered, ordering the owner to carry out a self-demolition of the affected structures.
The second letter was issued concurrently with the installation of enforcement lines, which now serve as a visual boundary between the private land and the state-controlled river area. All construction and operational activities have been officially halted.
Current Status
With the enforcement lines now in place, the villa remains under monitoring by Satpol PP Badung. The agency has directed the property owner to remove the illegal sections independently in accordance with the demolition order. No further sanctions have been announced, but the site will remain sealed until full compliance is verified.
