
The Directorate General of Immigration, under the Ministry of Immigration and Correctional Affairs (Kemenimipas), has taken action against 196 foreign nationals who committed immigration violations during Operation Wirawaspada, held across the Greater Jakarta area (Jabodetabek) from October 3 to 5, 2025.
Acting Director General of Immigration, Yuldi Yusman, stated that the operation began with the inspection of 229 foreign nationals, consisting of 203 men and 26 women. Following detailed verification, 196 individuals were found to have violated immigration regulations in various forms.
“Of the 229 foreigners who were netted, we found that most of the violations were the abuse of residence permits. The number reached 99 cases or around 43.2 per cent of the total violations,” Yuldi said in a written statement, Wednesday (8/10).
Nigerians Top the List of Offenders
According to Yusman, foreign nationals from Nigeria accounted for the most significant number of offenders, with 82 individuals, representing 35.8 per cent of the total violators identified during the operation. The following highest numbers came from India with 28 individuals, and Spain with 21 individuals.
The operation involved multiple regional immigration offices in the Jabodetabek area. The South Jakarta Class I Special Immigration Office (TPI) recorded the highest number of violators, detaining 65 foreign nationals. It was followed by the Bekasi Class I Non-TPI Immigration Office, which detained 27 individuals, and the Soekarno-Hatta Class I Special Immigration Office (TPI), which handled 26 individuals.
Expansion of Immigration Enforcement Across Indonesia
Yusman noted that the Jabodetabek operation adds to the growing list of enforcement activities carried out by the Directorate General of Immigration throughout 2025. Before this, similar operations had been conducted in Bali and North Maluku, resulting in the apprehension of 312 foreign nationals.
In addition to general supervision, immigration authorities have been focusing on taking action against fictitious foreign investment (PMA) companies that serve as guarantors for foreign nationals. Investigations have revealed multiple instances of companies failing to meet regulatory and investment commitments.
Foreign Investment Oversight and Corporate Sanctions
In Batam, authorities identified 12 problematic PMA companies, while in Bali, 267 PMA companies had their Business Identification Numbers (NIB) revoked after failing to comply with investment requirements. These measures are part of ongoing efforts to enhance immigration oversight and prevent the misuse of investment licenses for improper activities.
Broader National Operation Ongoing
Earlier this year, during the nationwide Operation Wirawaspada held in July 2025, immigration authorities inspected 2,022 foreign nationals at 2,098 monitoring points. The operation resulted in 294 individuals being found in violation of immigration laws, highlighting the scale and consistency of Indonesia’s immigration enforcement efforts.
Yusman emphasized that operations like Wirawaspada will continue across multiple regions to ensure adherence to immigration rules and to identify both individual and corporate violators.
Continued Monitoring and Enforcement
The Directorate General of Immigration stated that further monitoring and enforcement efforts remain ongoing following the Jabodetabek operation. The agency plans to conduct regular inspections and enhance coordination with regional immigration offices to ensure ongoing compliance with Indonesia’s immigration regulations.
“The supervision carried out by the Directorate General of Immigration ensures that only qualified foreigners can live and do activities in Indonesia. Do not let our society be harmed by foreigners who do not obey the rules or have the potential to endanger order and sovereignty,” said Yuldi.
